In 1900 , California became home to two automobile associations: the California State Automobile Association (CSAA) and the Southern California Automobile Association (SCAA). Both were formed as clubs by and for automobile enthusiasts, as well as advocacy groups for the promotion of “automobilism.” This included supporting the efforts of the “Good Roads” movement to improve California roads.

In 1905, they lobbied the State Legislature to regulate vehicle registration and licensing. Both began conducting road surveys and producing maps in 1910 and offering auto insurance in 1913. They also provided road signs as an aid to drivers, and employed people to clear the roads of driving hazards.
